1.

File Z25-01-02, for the property at 0 Martha Berry Hwy., Rome, GA 30165, Floyd County Tax Parcels J11Y064, requests to rezone from Community Commercial (C-C) to Heavy Commercial (H-C). Staff recommended approval with the following conditions: 1. That any/all damaged vehicles be stored behind an 8-foot-tall, opaque privacy fence that provides 100% screening from adjacent parcels and the public right-of-way. 2. That the buffer along all residentially zoned parcels include the planting and maintaining of evergreen trees within the previously required fence to mitigate light and noise pollution. 3. That any/all exterior lighting be “dark sky” - fully shielded, emitting no light above horizontal plane, no more than 3,000 kelvin, no higher than the building, and less than 50 lumens. Planning Commission voted to approve with staff conditions by a vote of 9-0.

 
2.

File Z25-01-03, for the property 1806 Pleasant Valley Rd., Silver Creek, GA 30173, Floyd County Tax Parcel L16242, requests to rezone from Community Commercial (C-C) to Suburban Residential (S-R). Staff recommended approval. Planning Commission voted to approve by a vote of 9-0.

 
3.

File Z25-01-01, for the property at 3280 Rockmart Rd. and 0 Rockmart Rd., Silver Creek, GA 30173, Floyd County Tax Parcel J16W007 and J16W008, requests to rezone from Community Commercial (C-C) to Light Industrial (L-I). Staff recommended denial. If the commission chooses to approve, the proposed rezoning and SUP should be approved upon the following conditions:

1. That the proposed use be encircled with a privacy fence (non-chain link), that provides 100% opacity.

2. The property must also be developed with the required 20-foot landscape strip and a native canopy

tree planted every 20-feet along the frontages, sides, and rears.

3. That the SUP for outdoor storage will become void if the proposed use for outdoor storage of

construction equipment ceases for more than a year.

4. That the storage be limited to earth-moving vehicles and related equipment that is in working order.

Planning Commission voted to approve with staff conditions by a vote of 9-0.

Re-adoption of the ULDC and accompanying zoning maps. Planning Commission voted to approve by a vote of 9-0.

 
5.

Adopt an ordinance to amend article 4 and article 8 of the Unified Land Development Code of Floyd County, Georgia for the purpose of regulating commercial poultry operations and concentrated/confined animal feeding operations in the County; to repeal conflicting ordinances; and for other purposes. Planning Commission voted to approve by a vote of 9-0.

CONSENT AGENDA

 
1.

Consider request from Sheriff's Office and Prison to amend the Inmate Medical contracts with Genesys to authorize a 3% increase for 2025.

 
2.

Consider request from Public Works to approve FY 2025 Local Maintenance & Improvement Grant (LMIG) paving list for various roads in Floyd County with Georgia DOT in the amount of $1,438,493. The list includes pavement resurfacing and requires a 30% local match for Floyd County. 

 
3.

Consider request from District Attorney to approve salary for County Paid Investigator. Board approval is required pursuant to House Bill 297 "Rome Judicial Circuit - Investigators".

 
4.

Consider request from the Public Defender's Office to approve the FY25 Georgia Indigent Services Agreement.

 
5.

Consider request from County Clerk's Office to approve change of ownership for beer - consumption off premises and self - service fuel licenses to Pawandeep Kaur for Guru Sahai Inc., dba HT Express located at 7130 New Calhoun Highway.

 
6.

Consider request from County Clerk's Office to approve change of ownership for beer and wine - consumption off premises and self - service fuel licenses to Joginder Singh for Lindale Xpress LLC dba Xpress Mart located at 1190 Booze Mountain Road.

 
7.

Consider request from County Clerk's Office to approve change of ownership for beer and wine - consumption off premises and self - service fuel licenses to Shikha Kharel for Marlo Mart LLC, dba Avins Quick Mart located at 17 Smith Road.

 
8.

Consider request from Finance to accept a Georgia County Internship Program (GCIP) grant in the amount of $3,259.50 from ACCG. This grant is reimbursement based and will be used to hire a Human Resource Technology Intern during the summer of 2025.

 
9.

Consider request from Emergency Management Agency to approve $15,000 in upgrades of the Emergency Operations Center using funds from the joint EOC-Fire Capital Fund managed by the City of Rome.  No change to the budget is needed. Approximately $50,000 is in the fund which receives regular contributions by both Floyd County and the City of Rome. The Fire Overview Committee approved the expense at its meeting on December 10, 2024. 

 
10.

Consider request from Victim Witness to accept the 2025 VOCA Continuation grant from PAC in the amount of $60,354.00. This grant is effective October 1, 2024 - September 30, 2025. VOCA has waived the match funds for this grant year.

1.

Consider request from Purchasing to approve for the awarding a bid to Innovative Fitness for the purchase and installation of Ecore flooring for the Glenwood FCPD Gym Floor in the amount of $13,295.00 using GL Account # 330455 - 37045 - 33001. No change in the budget is required. This vendor is using the Omnia Partnership Contract Pricing for Ecore Athletic Performance Flooring.

 
2.

Consider request from Purchasing to approve reappropriating 2024 funds in the amount of $69,400.00 using Water Capital GL Account # 500646 - 55220 - 50023 in the 2025 budget for the payment of work not completed until 2025 for the Biddy Well Phase III project. This is to pay an invoice to Hand Service Co., Inc. No request was submitted with the 2025 budget requests to reappropriate these funds.

 
3.

Consider request from Purchasing to approve a contract with Advanced Sports Group for the purpose of replacing the AdventHealth Baseball Field with Synthetic Grass covering. This requires an increase to the 2017 SPLOST budget of $662,695.00, 319639 - 66130 - 60066.

 
4.

Consider request from purchasing to approve the purchase and installation of a Verkada Camera System by Southern Computer Warehouse for the  for the Glenwood FCPD Renovation project in the amount of $35,785.00 using funds from GL Account # 330455 - 67045 - 33001. No increase to the budget is required. Southern Computer Warehouse utilizes State Contract Pricing, Contract #GA DOAS SPD0000172-014.
